Javier Rios, Jr. earned his Bachelor of Science degree in Civil Engineering from California State University, Fresno. He is an Engineer I/II with two years of experience and leads the traffic designs for many of JLB’s projects in the Central Valley. Javier has experience designing traffic signals, advance flashing beacons, highway lighting, signing and striping plans, temporary traffic control plans, parking layouts and roadway geometrics. His experience also includes traffic impact analysis for private development projects, traffic operational analysis of study intersections utilizing Synchro and SimTraffic software, conducting intersection turning movement counts, preparation of figures for traffic impact analysis reports and intersection operation studies. Javier is also certified to work on Burlington Northern Santa Fe Railway and Union Pacific Railroad at-grade crossings.
