Jose Luis Benavides, son of migrant farm workers, earned his Bachelor of Science degree in Surveying Engineering from California State University, Fresno in 1994. After some time, he decided to go back to Fresno State to learn more about civil engineering, and eventually obtained his Professional Engineer, Traffic Engineer, and Land Surveyor-in-Training licenses in the state of California. Jose went on to serve over nine years in a variety of positions for the City of Fresno, including two years as the City Traffic Engineer. The opportunity allowed him to develop enduring relationships within the local traffic engineering community and be involved in numerous distinguished projects that have positively molded transportation systems throughout the area. Following his time serving as Fresno’s Traffic Engineer, Jose accepted a position as Senior Associate and Fresno Branch Manager at TJKM Transportation Consultants (TJKM) where he worked for over eight years. Jose has managed a wide range of transportation projects, working regularly with clients from both the public and private sector. With a desire to work on his own, Jose decided to develop a business plan for what would one day become JLB Traffic Engineering, Inc. After a few years of development, JLB Traffic Engineering, Inc. (JLB) was incorporated in October of 2013 and opened for business on January 16th of 2014.

As president of JLB, Jose is responsible for many aspects of the company’s business plan including design, studies, quality control, client satisfaction and contract negotiation to name a few. With over 22 years of professional experience, Jose’s expertise includes: traffic operations analysis, corridor studies, highway plan lines, traffic forecasting, traffic planning, traffic signal design, signal interconnect, geometric design, bike lane feasibility analysis, traffic impact studies, railroad pre-emption timing, pre-signals, intersection operation studies, signal/STOP warrant analysis, speed studies, parking studies, plan checking services and expert witness services. He is also certified to work on Burlington Northern Santa Fe Railway and Union Pacific Railroad at-grade crossings. Jose has also been an active member of the Central California Section of the Institute of Transportation Engineers (ITE) for over 10 years and has assisted the California Department of Consumer Affairs in the preparation and review of the Professional Engineer’s Traffic Examination questions for the last five years. Jose is also a member of the American Council of Engineering Companies (ACEC) and serves as a mentor to senior civil engineering students at Fresno State working on traffic engineering related projects.
