While with another consulting firm, Mr. Jose Luis Benavides, P.E. was the project manager and traffic engineer of record who provided traffic design services for the mid-block pedestrian crosswalk adjacent to Washington Colony Elementary and Middle Schools located on Lincoln Avenue in Fresno County. This project included the design of a mid-block pedestrian actuated traffic signal, signage and pavement delineation, street improvements and assistance with the PG&E electrical point of service application. The project was funded by the Federal Safe Routes to School Program.

In addition to providing design services, Mr. Benavides coordinated with staff from the school district and Fresno County to determine the best location of the signal equipment and crosswalk, while also considering existing and future necessary modifications to school driveways. Mr. Benavides also managed the scope of work of Subconsultant Alan Mok Engineering for topographic surveying and street improvement plans.

The Plans, Specifications and Estimates (PS&E) Package for the traffic signal was prepared in accordance with Fresno County guidelines and was approved in January of 2014. Bidding and construction support was provided. The traffic signal construction was completed in mid-2014 and is currently operational.

The project’s scope of work included the following:

  • Designing traffic signal phasing
  • Identifying utility conflicts
  • Coordinating the PG&E Rule 16 application
  • Design of signage and pavement delineation plans
  • Providing bidding and construction support
